PACIFIC ISLANDS REPORT Pacific Islands Development Program/East-West Center Commentary GUAM CONSTRUCTION BOOM SHOULD INCLUDE LOCAL WORKERS By Sen. Edward B. Calvo HAGATNA, Guam (Pacific Daily News, Dec. 20) – There is always a need for certain jurisdictions to revitalize labor forces when there is the desire to attract or create new industries for the area. Such locations usually begin by making an assessment of where the labor issues or voids are, and then develop a viable plan of action to address the issue. Yes, there is a construction boom about to occur. We learn from the past that we must develop ways for the island's labor force to benefit from the new jobs and earning opportunities created as a result of growth in the economy. It is very unfortunate that, in the past, our people have not taken full advantage of the economic boom times, particularly when it involves the employment of local labor in skilled construction trades. It is time for us to reverse this situation and determine how we can best prepare and allow our local work force to directly benefit from the anticipated construction boom. The historical practice of importing H-2 laborers from other countries in Asia is no longer an option. We must look within the local pool of labor resources to address the problem. The government can begin by strengthening our vocational training programs at GCC. We can augment this effort by structuring private- and public sector participation that will take advantage of the U.S. Department of Labor programs already in effect. In meeting with certain government labor officials and private sector representatives, it was proposed that a panel of individuals from all the sectors of our economy convene next month to discuss this issue and create legislation aimed at preparing our local labor force to take full advantage of any increase in the construction industry, as well as other industries that will experience growth in the near future. My main objective in sponsoring new legislation is to ensure that all local workers are protected and given a chance to maximize their participation in the labor market during the peak of the construction boom or any period of heightened economic activity. I will work toward strengthening the labor pool in all other industries such as tourism, entertainment, food and restaurant industries, banking, finance and other consumer-related business activities. As Guam's economy moves forward, I want to ensure that our citizens and businesses enjoy the greatest advantage and benefits from a growing island economy. Edward B.
